THE sad thing about my home state is the sad shape it is in. BTW Ohio is in fine shape--Nice surplus. I am sad to think Illinois got in trouble.

If they're eligible, Illinois students get something called MAP grants they can use to attend Illinois schools. It's a good chunk of tuition for students who come from families that aren't that well off. The past few years the program has been cut, suspended, or limited because of state finances and budget disagreements between Democrats (the majority of the legislature) and Republicans (the Governor and enough legislators to keep from overriding a veto). Although Loyola doesn't receive funds directly from the state, the Illinois Student Assistance Commission (who administers the MAP grants) provides a good part (15-20%) of the tuition amount to lower income students. That affects enrollment, and the amount Loyola provides in grants to lower income students. Hence the money crunch.
