Many rules changes coming this year, proposed by the rules committee. Among them:
1. Shot clock dropped to 30
2. Charge arc extended from 3 to 4 feet.
3. Only 4 TOs per team, of which only 3 can carry to second half.
4. Any TO called within 30 seconds of a media TO converts to a media TO.
5. Coach can't call live-ball (bailout) TO
6. Total of 10 seconds to advance ball past half court. I think this is means if you call a TO after 8 seconds, you only have two more post TO and it doesn't reset.
7. Removing 5 seconds closely guarded
8. Can dunk in warm ups now!

There are more but these popped out to me. I think most of these changes will make for a better game.

This is the only one I don't quite understand. I'm definitely in favor of the rest of them.

Interestingly, the women's committee proposed that they move to playing four 10-minute quarters rather than halves. I could be wrong, but I believe that would leave men's college basketball as the only level that plays halves instead of quarters.

Encourages pressing, extra advantage to defense. And that would in turn speed up play. The timeouts, to me, are the big one. And good teams/coaches shouldn't need 18 timeouts in a game. Now we'll probably see 15, with them being more spread out. Worst part of college basketball was a timeout that was followed by a media at the next dead ball.

Well, one thing is for sure--WE know how to handle the thirty second clock--We proved it by our team sped and our excellent shooting !!

Does this mean any live-ball TO or just bailouts?
These are moving in the right direction. I'd be happier with 1 or 2 TO per game with all the media TOs.
I have never fully understood the charge arc. I get it on drives. But can you just bull your way over a guy if you get the ball in the low post?

It would mean that coaches cannot call time out at all when the ball is live. Worked for us in 5th grade CYC hoops!

As for the charges, the situation you described is supposed to be an offensive foul assuming that the defender has established a legal guarding position.

Between passive full court pressure I think you will see more zone....really giving the offense less time to get off a decent shot. Stats from the NIT using the 30 second clock showed an increase of less than 1 pt per game and field goal efficiency down significantly.

That's not quite what Pomeroy found:

Interesting. My stats were based just on the NIT this year. It seems to be there was a lot of shaping going on in his statements. For example you could say that using those tournaments is skewed because to some extent these are teams from the top 50% of teams. Even though not the best teams lower level teams who would presumably have the worst scoring and offensive efficiency were not included because they were not in the sample
Also most teams only played one or two games under the format so we probably did not see the strategy changes we may see in a full season.
Just saying....

Yeah, I guess it's more complicated than it seems. Like I said though, it's the teams that stand around for 20 seconds that drive me nuts. If the shorter clock cuts that down to 15 seconds every possession, that's a good start.
