The Order does not apply to individuals changing planes at a Chicago airport or flying into a Chicago airport and then traveling directly to a suburban municipality or otherwise out of the city limits.
https://www.chicago.gov/city/en/sites/c ... order.htmlAs I understand this, a suburbanite is exempt from the quarantine; he can fly into O'Hare from a blacklisted state, drive to his suburban home, get a good night's sleep, then drive to his office in the Loop the next morning and not be in violation of the quarantine order.
Am I missing something? Maybe driving into the City triggers the quarantine requirement, but the Order doesn't say that.
