It's been years of bad policy. The cycle won't be broken until changes are made. Its a complete systemic breakdown. There has been no improvement in school quality and the educational system is broken. What ever happened to Lotto money that was supposed to help fix and finance better education? Keeping kids out of school does not help. Lost learning time sets kids back and places more on the street. There are no jobs or investment in these communities and riots and looting do not help encourage investment. The welfare system works against the family unit by not allowing fathers to reside in the home. I mean every bad policy that can be thought up has been enacted that works against low income areas.

Sad situation. Glad TY is OK and hopefully he will recover.
